create each child their own account and do not grant them admin privilages.
go to control panel, and click on users, there are tutorials to help you do this.

all that you have to do is give them a limited user account. An admin can change settings a limited user can’t.

if you want a definate fix you could set up user accounts
if you want definate control you could set passwords to control your kids computer use but you do not need to set passwords.
